Priority Points Data
Name: David Covucci
Affiliation: FOIAball
Location: UConn Storrs
Request Date Start: Withheld.
Request Date End: Withheld.
Details: Pursuant to Connecticut's Freedom of Information Act (Chapter 14 Conn. Gen. Stats.) I am requesting:
A download, copy, or most recent export of the current athletics department or associated school foundation’s Priority Points data set, including for each individual entry:
Donor name
Account ID or membership number
Total Points
Any breakdown or tabulation of points tied to donor actions
Given that this request may produce a voluminous number of entries, I am happy to accept the first 100 entries in the data set, when sorted by a Total Points metric (highest first).
A most recent data set of disbursements based on priority points given to each individual donor, if not included as part of the above-named data set.
Please note that while the athletic university fund may be considered a private entity, given its intertwined nature with your athletics department, copies of these records are subject to public disclosure laws, as the athletic fund is carrying out public functions in managing state university funds and the athletic department uses this data to carry out its functions as a public entity.
(See: Gannon & Nichols v. Board of Regents of the State of Iowa)
That said, if your school believes the names of individual donors merit privacy considerations, we would agree to receiving the data set with individual names redacted, so long as the point totals and breakdowns were provided.
Please note that Connecticut law requires public agencies to respond to requests within four days of receiving them by either processing or denying the request, or providing written notice requesting an extension.
As I am an independent journalist engaged in legitimate newsgathering, I am requesting a fee waiver of any associated costs with this request. In lieu of a fee waiver, I am requesting a detailed invoice of any potential costs, if any, associated with this request.
Thank you,
David
