We are a group of researchers collecting data on harassment training materials used by organizations. Our goal is to aggregate data from many organizations’ training materials and analyze it across different types of training and organizations. We will not be looking at data at the individual-organization level, and will not be singling out individual organizations in our analysis. We know you have a lot of work, so we truly appreciate your time and assistance with this request.

Under the applicable Connecticut public records law, I request access to records concerning sexual harassment training used, provided, assigned, distributed, or required by University of Connecticut.

I request records from January 1, 2018 through the date this request is processed, including:

Sexual harassment training materials, whether current or superseded, including slide decks, PowerPoints, PDFs, scripts, captions, transcripts, screenshots of online modules, facilitator guides, handouts, quizzes, and/or related instructional materials.

Records sufficient to show when each training material or module was created, adopted, revised, or last updated, including metadata, revision histories, version logs, and/or implementation memoranda.

Records sufficient to show how the training materials were created, obtained, purchased, licensed, adapted, or sourced, including contracts, statements of work, purchase orders, invoices, vendor communications, and/or records identifying whether the materials were created internally or by a third party.

Records identifying the office(s), program(s), or component(s) responsible for selecting, maintaining, or administering the training, including but not limited to Title IX, Equal Opportunity, Human Resources, Compliance, or Employee Relations offices.

Please provide records electronically where possible. For slide decks, please provide native PPT/PPTX files if available, and PDFs if native files are unavailable. For online training modules, if full export is not possible, please provide screenshots, course outlines, scripts, transcripts, captions, and equivalent records maintained by the university.

Details: What I am requesting for prompt disclosure are records in your possession detailing your discussions about [1] the decision of Congress to ratify the United Nations Convention Against Torture (UNCAT) on (or around) April 18, 1988 by recognizing that (i) the United States is legally obligated to “prevent cruel, inhuman or degrading treatment or punishment;” (ii) “in order to constitute torture, an act must be specifically intended to inflict severe physical or mental pain or suffering;” (iii) “mental pain or suffering refers to prolonged mental harm caused by (or resulting from) the administration (or application) of mind-altering substances (or other procedures) calculated to disrupt profoundly the senses or the personality;” (iv) “mental pain or suffering refers to prolonged mental harm caused by (or resulting from) the threatened administration (or application) of mind-altering substances (or other procedures) calculated to disrupt profoundly the senses or the personality;” [2] the decision of the United Nations (UN) to recognize on (or around) February 1, 2013 that (i) “conditions that give rise to ill-treatment frequently facilitate torture;” (ii) America’s “obligation to prevent torture applies not only to public officials, such as law enforcement agents, but also to doctors, health-care professionals and social workers, including those working in private hospitals, other institutions and detention centers;” (iii) “informed consent is not mere acceptance of a medical intervention, but a voluntary and sufficiently informed decision;” (iv) “guaranteeing informed consent is a fundamental feature of respecting an individual’s autonomy, self-determination and human dignity in an appropriate continuum of voluntary health-care services;” [3] Michael A. Ayele (a.k.a.)
