Name: Anna Yi
Affiliation: Student
Location: UConn Storrs
Request Date Start: 01/01/2022
Request Date End: 10/07/2026
Details: To UConn Public Records Administration:
Under the Connecticut Freedom of Information Act (Conn. Gen. Stat. § 1-200 et seq.), I request copies of the following records held by the University of Connecticut, including the UConn Police Department, Procurement Services, and any other office. The time period is January 1, 2022 to the date this request is processed.
All contracts, master services agreements, order forms, amendments, renewals, and purchase orders with Flock Group Inc. (Flock Safety), or with any other automated license plate reader (ALPR) vendor.
All invoices, payment records, and vouchers for these products or services.
Any requests for proposals, bid submissions, sole-source justifications, cooperative purchasing agreements, or other procurement records related to the ALPR purchase.
Records showing the number and locations of ALPR cameras on or near university property, including deployment plans and site maps.
All written policies, procedures, or general orders on ALPR use, including data retention, sharing with outside agencies, and audit requirements.
Any audits, usage reports, or supervisory reports on ALPR use, including search audit logs that show the number of searches and the stated reason for each search.
Records of data-sharing settings or agreements with other agencies, including any participation in Flock's National Lookup or network sharing.
Vehicle read volume reports from the Flock analytics dashboard, such as total and unique vehicle reads, for the most recent 30 days and year to date.
Email correspondence between UConn Police Department staff and anyone using an @flocksafety.com address. To help focus the search, the terms "Flock," "LPR," "ALPR," or "license plate reader" may also be used.
I prefer electronic copies (PDF, or spreadsheet format for any data). If any part of this request is denied, please cite the specific exemption and release all parts that are not exempt.
I am an undergraduate student researching ALPR use at public universities for noncommercial, educational purposes. If you expect fees to exceed $50, please contact me before processing. I'm glad to narrow the scope if that would lower costs or speed things up.
Thank you for your help. I look forward to your response.
