Details: Pursuant to the Connecticut Freedom of Information Act, Conn. Gen. Stat. § 1-200 et seq., I am requesting records relating to the University of Connecticut’s agreement with Bloom Energy for the installation and operation of approximately 520 kW of fuel-cell electrical generation at UConn’s Stamford Campus. I refer specifically to the Bloom Energy Power Purchase Agreement presented to the UConn Board of Trustees for approval on April 23, 2025, with an approval amount of approximately $16 million and a term of 20 years. Please provide:

1. Executed Agreement: The fully executed Power Purchase Agreement (“PPA”) between UConn and Bloom Energy Corporation and/or any Bloom Energy affiliate, subsidiary, project company, or special-purpose entity relating to the Stamford Campus fuel-cell project, including all exhibits, schedules, appendices, attachments, and incorporated documents.

2. Amendments and Related Agreements: Any amendments, modifications, supplements, side letters, addenda, or other agreements associated with the PPA.

3. Final Negotiation Records: Any final term sheet, memorandum, summary, or other record documenting material changes to the pricing or commercial terms proposed by Bloom Energy and ultimately incorporated into the executed agreement.
