Details: This is a request under the Connecticut Freedom of Information Act (C.G.S. § 1-200 et seq.). Please acknowledge receipt and provide a good-faith time and cost estimate before work begins. I request electronic delivery only (CSV or XLSX).

I am requesting a copy of the existing student directory export for all students currently enrolled in the Fall 2025 term (post drop/add). Please provide one row per student.

Fields requested (as defined in UConn’s FERPA directory information policy):

Student full name

UConn-issued email address

School/college and academic program (major/field of study)

Class year or academic level (freshman, sophomore, junior, senior, graduate, etc.)

If the standard directory export includes additional FERPA-designated directory fields (e.g., campus, enrollment status, degrees sought/awarded), please include those as well.

Exclusions: Please exclude any students who have restricted disclosure of directory information under FERPA.

Scope note (to minimize cost/time): I am not requesting creation of a new record or a custom query. Please fulfill using an existing report or export you already maintain that includes at least the minimum fields above, and as many additional directory fields as are available in the standard export.

Cost control: Please fulfill using the lowest-cost method and the lowest-paid qualified staff, and provide a written estimate (prepayment acceptable).

If multiple existing exports exist, please produce the version that includes the greatest number of directory fields, as of August 27, 2025 (11:59 p.m.).

Details: What I am requesting for prompt disclosure are records in your possession detailing your discussions about [1] the August 06th 2025 article published by the Guardian entitled “U.S International Students: How Are You Feeling About the Upcoming Semester?” [2] the extent of your knowledge as to whether your international student office and/or personnel coordinating programs designed for international students (i) encouraged international students (whether current and/or former) to contact the Guardian and share with them their personal college/university experiences as well as the preparation they are doing for the upcoming 2025 – 2026 fall semester; (ii) contacted the Guardian to inform them of the support they are providing to their international students in the event they experience xenophobia, sexism, racism and/or other forms of discrimination; [3] the May 2025 findings of the National Foundation for American Policy which concluded that (i) U.S higher education institutions enrolled over 880,000 international students in 2023 – 2024, a 36% increase since 2010 – 2011; (ii) the share of undergraduate students who are first generation immigrants – students who were not U.S citizens at birth and are either international students of foreign-born U.S residents – rose from 9% in 2010 to 11% in 2022; (iii) international students have a substantial positive impact on U.S higher education; (iv) international students do not crowd out U.S students and may even increase their numbers; (v) the higher tuition paid by international students can enable public universities to increase their offerings; (vi) for each additional international undergraduate student that public universities enroll, their in-state freshman enrollment increases by two, on average; (vii) each additional 10 Bachelor’s Degrees awarded to international students at a college or university is associated with 15 more Bachelor’s Degrees in STEM majors being awarded to domestic students; (viii) international students who remain in the country make valuable contribution to the U.S economy, including spurring entrepreneurship and innovation (as measured by patents and publications); [4] Michael A.
