Details: Pursuant to the Connecticut Freedom of Information Act, Conn. Gen. Stat. §1-200 et seq., I respectfully request access to the following public records.
Records relating to the University of Connecticut Athletics Department, Sports Medicine staff, athletic training personnel, or other university offices’ interactions, communications, or activities involving Q30 Innovations, Q30 Sports Science, or the Q-Collar device (collectively, “Q30”).
This request seeks to identify any communications, outreach, evaluations, purchases, demonstrations, or other engagements that may have occurred between UConn and Q30 or its representatives.

This request includes, but is not limited to, the following categories of records relating to UConn Athletics Department’s involvement w/ Q30 and/or the Q-Collar.
1) Athlete-facing communications
Communications distributed to UConn student-athletes or athletics personnel regarding the Q-Collar.
2) Communications with Q30 personnel
Emails and attachments between UConn personnel and Q30 representatives, including communications sent to or received from any @q30.com email addresses.
3) Records reflecting any internal discussions, consultations, or considerations regarding Q30 or the Q-Collar involving UConn Athletics leadership, communications staff, compliance staff, Sports Medicine/Athletic Training personnel, including communications that reference or involve contracted or team physicians in their institutional or administrative role, and discussions regarding whether or how the product should be described, presented, or made available to student-athletes.
This request does NOT seek individual athlete medical records, clinical evaluations, or PHI
4) Purchase, acquisition, or reimbursement records, including purchase orders, invoices, contracts, or communications regarding billing or insurance coverage.
At minimum, please include records held by or involving:
• UConn Athletics Department leadership
• UConn Sports Medicine and/or Athletic Training Services (to the extent they participated in institutional discussions or communications regarding Q30 or the Q-Collar)
• Athletics communications / media relations personnel
• Institutional communications held by Athletics or Sports Medicine personnel that involve or reference contracted or team physicians in their administrative or programmatic role (excluding any individual athlete medical records or protected health information)
Segregability: If any records are withheld or redacted, please provide the non-exempt portions and identify the specific statutory basis for each withholding or redaction.
