Dear Sir or Madam,

Under the Connecticut Freedom of Information Act § 1-200 et seq., I am requesting an opportunity to inspect or obtain copies of public records that pertain to the arrest on University of Connecticut property of Edi Rapo and any police reports pertaining to the passing of University of Connecticut junior Jafar Karzoun.

Specifically, I am looking for:

1) Any and all police reports documenting the arrest of Edi Rapo by UConn Police on or around April 23, 2010.

2) Any arrest warrant served on Edi Rapo.

3) Any and all body camera, dash camera or surveillance video having to do with the arrest of Edi Rapo.

4) Any and all audio recordings made in relation to the arrest of Edi Rapo

5) Any and all search warrants or other warrants served by UConn Police Department on Edi Rapo prior and following his arrest.

6) Any and all police reports regarding the altercation between Edi Rapo and Jafar Karzoun as well as reports regarding the University of Connecticut's students or its faculty, from between April 23 2010 to May 23 2010.

7) Any and all communication between school administrators about the arrest of Edi Rapo following his arrest on or about April 23, 2010.

If there are any fees for searching or copying these records, please inform me if the cost will exceed $10. However, I would also like to request a waiver of all fees in that

the disclosure of the requested information is in the public interest. This information is not being sought for commercial purposes.


The Connecticut Freedom of Information Act requires a response within four business days. If access to the records I am requesting will take longer, please contact me with information about when I might expect copies or the ability to inspect the requested records.


If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.
