In accordance with the Freedom of Information Act, Conn. Gen. Stat.§§ 1-200 -242, the ACLU of Connecticut requests copies of the following records:
(1) All policies, procedures, guidance, rules, regulations, orders, or other binding authority in force from January 1, 2017 to the present governing the circumstances in which Uconn Police Department employees may use electronic defense weapons such as Tasers.
(2) All policies, procedures, guidance, rules, regulations, orders, or other binding authority in force from January 1, 2017 to the present governing the circumstances in which Uconn Police Department employees must record the usage or brandishment of electronic defense weapons such as Tasers.
(3) All incident/ case reports, use of force reports, and any additional documents showing each and every occasion on which UConn Police Department employees brandished or used electronic defense weapons such as Tasers between January 1, 2017 and December 31, 2018. For each occasion, your response should
include (but not be limited to):
(a) the incident case number,
(b) date and time of the incident,
(c) the sex, race, ethnicity, height, weight, and age of the person against whom the weapon was threatened or used,
( d) the reasons for use or threatened use of the weapon,
(e) the condition of the person against whom the weapon was used after it was fired,
(f) the location and environment in which the weapon was threatened or used, any resistance employed by the person against whom the weapon was used,
(h) the employee's initial perception of the person's demeanor or state of intoxication or distress prior to the weapon being threatened or used,
(i) whether the employee issued the person a warning before brandishing or firing the weapon, and
G) a summary of the incident from all employees involved in the incident.
